For the naval units of the KGB Border Troops of the USSR, the Northern Design Bureau developed a project for a patrol ship for patrol service, protection of the economic zone and combating smuggling. The project, approved in the early 1970s and designated 11351 ("Nerey"), was a continuation of projects 1135 and 1135M and differed from them mainly in armament and the fact, that it was equipped with a helicopter. According to the project, it was planned to build a series of 12 ships, which were to be used mainly in the Pacific Ocean. The BGS "Vorovsky" was built at the 207th Zaliv shipyard in Kerch. The keel was laid on May 15, 1989. Included in the list of ships of the naval service of the KGB Border Troops on February 20, 1990, launched on July 28, 1990, and commissioned on December 29, 1990. From August 18, 1991 to October 9, it sailed around Africa on the route Sevastopol-Petropavlovsk Kamchatsky and was assigned to the 1st Division of the North-Eastern KGB BGS. It is still in service.
